The doors opened at 10:00 a.m. sharp and we all filed inside room 2154 for the congressional hearing on “Mind Control and Accountability: Uncovering the Truth of the CIA’s MKULTRA Experiments.” I sat between a man and a woman. The woman was intent enough to keep to herself. The man did not hesitate long to speak.
“Do you hear voices in your head?” he asked me.
I took it as a flippant remark, someone trying to make casual conversation without coming on too heavy. It was after all a congressional hearing on MKULTRA. It’s hard to get any heavier than that. As well, I thought, it may have been a dismissive remark directed at the nature of the topic. Time and time again you got that attitude in the field of UFOlogy. “Have you seen little green men?” comments were pare for the course.
“Sure I do,” I said, “but that’s usually my stomach growling at me to get something to eat. Other than that, not often.”
“I hear voices in my head,” the man shot back without missing a beat.
I still wasn’t sure if he was humoring me or not. “Is that right?” I ventured.
“Voice to skull technology,” he answered, “Sometimes it’s constant, sometimes intermittent. It comes in waves. Not always malicious and even at times humurous. But it gets to the point where I think it is trying to drive me crazy.”
This was a lot to take in. After all, I had just sat down to the hearing and the next thing I got was a direct account on all that I had been hearing and researching on the topic. It was all my dark fears manifested in one minute.
To say the least, I was caught off guard. The man’s tone was direct and serious AF. These things were either actually happening to him, or he fully believed they were. There was zero humor in his demeanor. But still, nonetheless, considering his circumstance, he was remarkably sane about it all. In other words, he didn’t appear to be unhinged or unbalanced.
“That’s remarkable,” I said. “I write on the topic of Havana Syndrome and psionics but I have yet to meet someone in person with direct knowledge. Why do you think this is happening to you? What’s your background if you don’t mind me asking?”
“I live in Frederick, Maryland. And I ran for congress there. That was four years ago. And that was when this all started.”
“I guess that could be a motivation.”
“Do you know where Frederick is? It is part of the Baltimore area and houses Fort Detrick. The base is the administrative command for the secretive underground bunker Raven Rock Mountain Complex.”
“I’ve heard of Raven Rock.”
“That’s right. It’s located on the Maryland-Pennsylvania border and is part of the continuity of government plan. It is an “Underground Pentagon.”
“Kind of like Cheyenne Mountain,” I offered.
“Yeah. Mt. Weather. Raven Rock is a complex that spans hundreds of thousands of square feet. It is in fact an underground city which contains multiple-story buildings, water supplies, power plants and medical facilities supporting thousands of personal.”
“So I take it they weren’t happy with you running for congress?”
“Not so much,” he said. “Here’s the thing. Starting in the 1950s the base served as a center for the CIA’s MKULTRA program.”
As we spoke, the hearing room filled to capacity. Members of Congress began arriving. All the heavyweights of the disclosure movement were there, including Representative Anna Paulina Luna, Tim Burchett, Nancy Mace, Eric Burlison, Eli Crane and Lauren Boebert. For witnesses, they had author/researchers Stephen Kinzer and Tom O’Neill as well as former NIH scientific program director Dr. Elizabeth Ginexi.

When everyone was seated, Rep. Luna took the mic and began the hearing on MKULTRA. Luna didn’t waste anytime. She jumped right into the fray, pulling no punches. The fat, as they say, was in the fire. In her opening remarks, she stated.
“MKULTRA was not a policy failure or an overzealous program that got out of hand. It was a deliberate, systematic government operation that subjected American citizens, prisoners, hospital patients, veterans, ordinary people to electroshock, hypnosis, sensory deprivation, psychological torture without their knowledge or consent.”
Luna added that the program went on for 20 years financed by tax payer dollars and directed from the top of the U.S. intelligence apparatus. As well, when MKULTRA came to a close, its agents did not cooperate with investigators but rather, were ordered by Director of Central Intelligence Richard Helms to destroy all records of the nefarious program. This of course, was another crime.
What immediately caught my attention were questions raised into what a modern day version of MKULTRA might look like. Dr. Stephen Kinzer asked, “This Task Force could also consider trying to determine whether some new incarnation of MKULTRA exists today. When the main phase of MUKULTRA drew to a close in the early 1960s, Sidney Gottlieb concluded that it had failed. That in fact there is no such thing as mind control.”
Kinzer points out that even if Gottlieb was right, chances are he was right only at that time. As the decades progressed, so did advances in cyber technology, artificial intelligence and neuroscience. Kinzer muses that “covert agencies may have access now to tools for mind control that Sidney Gottlieb could not even have imagined.” Kinzer wants a new inquiry into whether there are any such mind control programs running inside the US security apparatus now, operating as a 21st century MKULTRA far more destructive than its predecessor.
Lauren Boebert pushed the envelope further, insinuating that psionics, radio waves and directed energy weapons could all potentially be utilized in modern day iterations of MKULTRA.
These are just some of the topics touched upon in what I consider one of the most interesting and important hearings in congressional history. For me, it was like being a kid in a candy story. The most exiting thing was to hear it discussed in public and from the highest levels of our government. For decades, MKULTRA occupied a grey zone between documented history and conspiracy theory. It is time the subject becomes conspiracy fact.
